Eve Anderson has called Alexandria home for nearly 25 years and is the parent of two ACPS graduates. Deeply engaged in the city’s civic life, she serves as President of the Taylor Run Citizen’s Association and as a Director of the Alexandria Federation of Civic Associations. Through these leadership roles, she has developed a practical understanding of local government, neighborhood priorities, and the importance of inclusive public engagement. 

Eve is committed to enhancing Alexandria’s quality of life and ensuring residents have a meaningful voice in decisions that shape the City of Alexandria's future.

Owen Curtis is a retired transportation planning and engineering consultant with 50 years of experience advising public-sector clients on multimodal transportation issues. He led U.S. and international projects covering highway, transit, commuter rail, pedestrian, bicycle, and airport access, including the Crystal City/Potomac Yards Corridor Transit Alternatives Analysis. A longtime Alexandria resident, he helped establish the DASH Bus System, chaired the City’s Transportation Planning Board, and served on key city planning task forces. He is President of the Seminary West Civic Association, serves on the Board of the Alexandria Federation of Civic Associations, holds Princeton degrees in Aerospace & Mechanical Sciences and Civil Engineering/Transportation, and is an ITE Life Fellow and past President of ITE’s Virginia Section. Owen brings a deep commitment to applying his expertise and civic leadership to help Alexandria residents engage meaningfully and effectively in the decisions that shape the city’s future.

Alexandria homeowners appeal the summary judgment granted to the city by the circuit Court

On December 12, 2025, plaintiffs filed a notice to appeal the ruling by the Circuit Court granting the city's motion for summary judgement in the case of Phylius Burks. et. al. v. the City of Alexandria. et. al, requesting the Court declare Ordinance No. 5514 and 5515, also known as Zoning for Housing/Housing for All (ZFH) invalid. 


A rehearing before a panel of the Virgina Court of Appeals is pending.

Lawsuit contesting Zoning for housing ordinance filed

January 17, 2024, Alexandria, VA 


Legal representatives for the Coalition for a Livable Alexandria, a grassroots volunteer advocacy group, and seven residents filed a Complaint for Declaratory Relief against the City of Alexandria over a December 2023 decision to eliminate single-family zoning protections for housing. The lawsuit, filed in the Circuit Court for the City of Alexandria, alleges violations of state laws governing zoning procedures under city charter. 


“Today is the first step in protecting the due process and property rights of all Alexandria residents against unlawful, discriminatory actions taken by the City of Alexandria in a misguided attempt to rewrite zoning regulations for housing,” said CLA Chair Roy Byrd, a resident of Alexandria’s Clover College Park neighborhood. “Zoning law is complex and esoteric. People often don’t understand their rights, and even if they do, they don’t have the financial means to exercise them against the city government. We are here to be their voice.”

The Coalition For A Livable Alexandria, Inc. was founded in 2023 by a group of community members who recognized the need for a local organization dedicated to the quality of life of all residents of the City of Alexandria, truth and transparency in city government, balanced informed debate on policy and procedural issues being considered, and ensuring the voice of residents are given equal weight in policy formation and decisions; all reflecting and in furtherance of the principals of representative democracy.
